A new law, Determination of Legal Gender in Certain Cases, applies since 1 July 2025

The intention with the new law is to make it easier to change legal gender in the population register. People aged 16 and older who feel that their legal gender is incorrect can apply to have it changed after receiving an assessment from a healthcare professional. On behalf of the government, the National Board of Health and Welfare has developed regulations for the new law that describe how an application should be made and what it should contain. The National Board of Health and Welfare has also developed national knowledge support for the health and medical services to issue certificates in accordance with the new law. To change one’s legal gender, a certificate from the healthcare system is needed that should be attached to an application to the National Board of Health and Welfare, which is the authority that examines applications in accordance with the new law.
